Rua Al Madinah Project: Inside the PIF Giga-project Transforming Hospitality by the Prophet’s Mosque

Published on: Aug 03, 2026 | Author: Marketing & Communications

Launched by Crown Prince Mohammed bin Salman in August 2022, Rua Al Madinah is a mixed-use development near the Prophet’s Mosque in Al Madinah Al Munawarah. AGBI’s giga-project tracker describes the site as 1.5 square kilometres, while an AGBI report also frames the masterplan as covering 1.5 million square metres of land east of the mosque. The development is backed by PIF and is being developed and implemented by Rua Al Madinah Holding Company, which is owned by PIF. Positioned on the eastern side, the project is noted for direct views toward the Prophet’s Mosque, tying its real estate program to a distinctly spiritual setting.

At the core of the hospitality expansion is scale. AGBI’s tracker says work has started on more than 3.5 kilometres of underground roadways, with apartments, shopping centres, and 47,000 hotel rooms planned above. AGBI’s separate report states the project will add over 47,000 hotel rooms by 2030. Wikipedia also says that by 2030 Rua Al Madinah aims to construct 47,000 hotel rooms, and that the first phase is set to be completed by 2026. In a broader religious tourism briefing, the project is described as valued at approximately SAR 140 billion ($37 billion) and expected to deliver 47,000 hotel keys alongside residential, retail, and cultural space adjacent to the mosque.

Design, Culture, and the Visitor Journey Near the Mosque

Rua Al Madinah Holding describes the project as aligned with Saudi Vision 2030 and focused on a “rich lifestyle with a spiritual atmosphere” for visitors and guests from around the world. The company positions the scheme around facilitating services, enhancing accommodation near the Prophet’s Mosque, and improving well-being and quality of life. It also says designs and facilities draw inspiration from the city’s heritage and highlight its religious, cultural, and historical significance. The plan includes wide pedestrian walkways, or crowd pathways, connecting hotel buildings to the Prophet’s Mosque, plus retail stores, open squares, gift shops, and green areas intended to create a tranquil visitor experience.

Transport and public realm planning are presented as essential to making the district function at peak periods. According to AGBI, the construction scope includes more than 3.5 kilometres of underground roadways. AGBI also reports that the project will provide integrated transportation solutions including nine bus stations for visitors, a metro station, tracks for self-driving vehicles, and underground parking, all introduced to facilitate access to the Prophet’s Mosque. The same AGBI report states that almost 83,000 square metres of the master plan will consist of green areas, comprising 63 percent of the total project area. Together, these elements frame the district not only as a hotel pipeline, but as a reworked arrival and movement system.

Economically, the project has been linked to national output and employment. AGBI’s tracker quotes a forecast contribution of approximately SAR 140 billion ($37.3 billion) to national GDP and cites Knight Frank’s Mohammed Zahid Khan saying the aim is to strengthen Al Madinah Al Munawarah’s position as “one of the world’s leading religious and cultural destinations.” Rua Al Madinah Holding also says it seeks to create job opportunities for the city’s residents by providing tens of thousands of jobs while prioritizing Saudi talents. In parallel, a Vision 2030 tourism analysis notes national ambitions for 150 million domestic and inbound visitors by 2030 and cites Saudi Tourism Authority targets including a 10% tourism contribution to GDP and 1.6 million job opportunities by 2030, placing Madinah’s hospitality buildout within a wider nationwide operating challenge.
