Saudi Arabia is scaling tourism while tightening the rulebook for hotels, resorts, and other accommodation. Four updated regulations were published in Umm Al-Qura on 11 September 2026, and the Ministry of Tourism said the package revises hospitality classification alongside licensing and operating processes. The amended hospitality-facility regulation is scheduled to take effect on 1 July 2027, with a 90-day compliance period after its effective date. For owners, this creates a clear countdown for hotel classification in Saudi Arabia: align asset condition, operating evidence, and documentation now, so site verification and classification decisions do not collide with peak trading periods.
The urgency is easier to understand when you look at market expansion and operating pressure. Mordor Intelligence estimates the Saudi Arabia hospitality market at USD 29.02 billion in 2026, up from USD 27.14 billion in 2025, with projections reaching USD 40.58 billion by 2031 (6.93% CAGR over 2026–2031). In parallel, GASTAT reported 4,425 licensed tourist hospitality facilities at the end of Q4 2024, including 2,163 hotels and 2,262 serviced apartments and other hospitality facilities. Hotel room occupancy was approximately 56% in Q4 2024, down from 60.2% in Q4 2023, while the number of licensed hotels increased sharply over the same period. That mix of rapid licensing and softer occupancy makes consistent classification and operating compliance more than a branding exercise.

A Pre-July 2027 Checklist for Owners, Lenders, and Operators
Start by separating development progress from operating eligibility. Vision2030.ai notes that investors should not treat a development permit, land position, brand agreement, or construction milestone as equivalent to a licensed and classified operating hotel. Its verification list includes title or lease rights, Ministry license, classification, Civil Defense clearance, municipal approvals, operator rights, utilities, room count, opening date, comparable occupancy, rate history, labor model, and source-market evidence. It also flags that the Ministry service directory requires classification within 180 days of licence grant, with site verification and classification fees for many hotel and resort categories. For deal teams, this turns “classification readiness” into a diligence workstream that should sit next to financial modeling.
Next, map portfolio risk to demand corridors and distribution behavior. Mordor Intelligence reports that chain hotels commanded 57.74% of market share in 2025, while OTAs captured 41.65% of transactions in 2025 and direct digital channels are growing at a 14.78% CAGR. That matters because the September 2026 regulation overhaul explicitly mentions reservations, payments, and online marketing as part of the hospitality-facility changes, alongside stronger security and safety requirements. Owners should therefore review how property-level content, pricing, and policies are presented across OTAs and direct platforms, and ensure those claims can be supported during classification reviews and ongoing licensing checks.
Finally, link classification reset plans to the segments drawing capital. Luxury led with 36.92% of the Saudi Arabia hospitality market in 2025, and serviced apartments are advancing at a 12.57% CAGR through 2031, according to Mordor Intelligence. IMARC values the Saudi Arabia luxury hotel market at USD 1.22 billion in 2025 and expects it to reach USD 3.07 billion by 2034 (10.76% CAGR). These growth tracks make classification outcomes commercially material, especially where owners are pursuing management agreements or franchise licensing. Vision2030.ai describes the Ministry of Tourism as the regulatory authority administering hotel classification standards and operator licensing, so asset plans should treat July 2027 as an operational deadline that affects brand standards, staffing expectations, and guest-facing delivery.
